Stop the Embedding Tragedy of Euphrates Dam Collapse

To: The General Secretary of the United Nations The International Authority of Emergencies & Crises The International Relief Commissions under the UN Umbrella European Union The International Social Parties in the European Union Human Rights Organizations all over the World The Arab League Secretary – General The Higher Committee for Crises and Disaster Management in the Arab League The Secretary – General of the Gulf Cooperation The Higher Committee for Crises and Disaster Management in the Gulf Cooperation The Syrian Opposition Figures of the Syrian Coalition for the Revolution and Opposition, the Syrian National Council, all other Components of the Syrian Opposition and all Syrian Citizens inside andoutside Syria

Due to the heavy bombing with all types of artillery, air force and rocket launchers Raqqa city and its suburbs are suffering after this area has been out of the regime control and hence turned into a field for military operations disposed to all kinds of catastrophes, the area of the Euphrates basin is now in great danger. Given that the Euphrates Dam is only 55 km from Raqqa city and 185 km from Deir ez-Zor and 375 km from the Iraqi borders, the areas surrounding Euphrates Dam and al Baa’th Dam which is only 30 km east to Al Mansoura is being attacked continuously by Scud missiles with the destructive force within the area of a half square kilometer and loosening the land within the area of 2 square kilometers at least. Uncertain information has spread about some cracks in the structures of these two dams that are basically …. dams, which is portended to be a mass immediate should any of these dams collapse. This would bring corresponding catastrophic effects affecting the lives of the generations to come. This affected area spread alongside of the Euphrates from the Tabga city until the Iraqi borders in some area of 52, 680 sq. m, two thirds of the Syria land with population of 3 million people.

As an estimate of the size of this catastrophe:

the Euphrates Dam and Al Baa’th Dam are located near to the Tabqa city, formerly known as the Revolution, and both dams are built at the Euphrates.

The Euphrates Dam is 4.5 km long and 60 m high and behind the dam a big lake of 80 km long and average width of 8 km formulated and it contains 14,000 million cubic meters of water, which means that in case the dam have collapsed:

.1 It will threaten the lives of 3 million people and leave them homeless

2. Drowning of the city of Raqqa with water about 16 meters high

3. Drowning the ciy of Deir ez-Zor and Abu Kamal with waters of 4 meters high

4. A massacre that influences all aspects of life in the eastern area of Syria.

5.Drowning of a big area of the Iraqi lands up to Ramadi

6.molishing all archaeological sites located between Raqqa and the Iraqi borders, not to mention that this area cherishes the most historical sites in Syria, some of which are

thousands of years BC such as Halabia, Zaliya, Tal Al Hariri, Al Salihia, inter alia.

7. Destroying infrastructure, including electricity & water stations, and all other types of infrastructure.

8. Eliminating livestock completely

9.Destroying the Syria oil wealth and this area contains 80% of the productive capacity of Syria.

10. Damaging the infrastructure of lands that have been improved for irrigated agriculture in the Euphrates basin.

11. Spread of diseases and epidemics and the difficulty of handling such diseases after the catastrophe has happened, due to the floods resulting from destruction of the dam.

Should this catastrophe happen, it would be considered one of the most tragedy disasters humanity has ever witnessed in the last two centuries and certainly the biggest massacre and human disaster any nation has been through.

Depending on its adopted policy in terrifying the Syrian people and the whole world, the Assad regime won’t refrain from committing such massacre, especially that it has conducted the most terrible massacres the world has ever witnessed, the last of which was the massacre of Banias, bombing the hanging bridge in Deir ez-Zor, the Omayyad Mosque in Aleppo, a two million houses and hundreds of mosques and churches.

Therefore, we urge all international organizations and authorities, civil society organizations, international organization concerned with preserving museums and heritage, international environmental and human rights organizations as well as all countries of the world and good intended forces to be aware of the tremendous size of this embedding catastrophe which will exceed any chemical threat and which is definitely happening because of the behaviors of the regime that has so far willfully violated all international laws and traditions.

We demand you to take political, human and moral responsibilities in order to prevent the destructive results the Syrian people and the human community would be suffering for dozens of years. Such disaster would lead to the collapse of the state with all its human, social, economic and civilized features, which will make Syria a fertile hub for terrorism and radicalism and you all know that unpunished terrorism can never be disciplined.

We solicit the international community to take responsibility by immediate interference to stop this regime and prevent its brutal massacres that have never been witnessed before at all times and which can be ranked as mass crimes against humanity.

We appeal to all related giant authorities and organizations to stop this anticipated disaster by applying pressure for convention of a urgent meeting of the Security Council in order to put it in front of responsibility in preventing the disaster threatening the Euphrates basin and applying pressure in order to issue a no-fly zone over this threatened area to protect this area from mass destruction missiles. Moreover, we request the Security Council to deploy international observers at the earliest so as to observe and protect the dam from any foolish bombing by the regime.
